The Contractor Side of Recertification

Romco Builders is a licensed Florida general contractor. On milestone and recertification work we occupy one role deliberately: we build what a licensed engineer specifies.

We will turn it into a buildable scope, a phasing plan and a realistic range — so the board can decide with numbers rather than adjectives.

Why we will not inspect

A contractor that inspects a building and then prices the repairs it identified has an incentive to find more. Even where that incentive is resisted completely, the board has no independent check on scope, and it should not have to rely on our restraint.

So we do not offer inspections. It costs us a service line and it is the arrangement a board should insist on from anyone.

What we actually add

A Phase 2 report describes deterioration. It does not tell a board how to sequence the work, how to keep residents in the building, where displaced cars go, what it costs, or how to phase it across funding years.

Turning findings into a buildable scope with a realistic program and an honest price structure is the work, and it is where most recertification projects lose their time.

The occupied-building part

These are people's homes. Balcony access dates, water shutoffs, noise windows, parking and pets are not soft considerations — they are why a project runs smoothly or generates a special meeting.

We publish schedules residents can rely on and we walk completed work with them. It is unglamorous and it is most of what makes these projects tolerable to live through.
